Thank you for the opportunity to announce my candidacy for Hickman County Mayor.  I appreciate all you do to provide this forum to help inform the citizens of our county.

I grew up on a small family dairy farm where my grandfather was born in 1895.  In the mid 1970’s, right of eminent domain turned the family farm into what is now I-86.  I accepted an appointment to the United States Air Force Academy, and after graduation with a B.S. in Astronautical Engineering spent 20 years as an Air Force officer and pilot.  Over the course of my military career, I earned two master’s Degrees and was fortunate to live in many parts of our great country as well as overseas.

Needing a place to call home, my wife Diane and our 6 children bought a farm in western Hickman County in February 1994 and started a small farming operation.  We joined the local  Methodist Church at Shipp’s Bend, and enrolled our children in the public-school system in Hickman County.

By the turn of the millennium, with the factories and jobs gone, it became obvious the place we call home was in desperate need of jobs.  My wife and I set out to create meaningful employment with great pay and benefits, and by late 2005, had become the largest private employer in Hickman County, with annual payroll of over $3M. By the summer of 2008, we had outgrown our facilities and sold our businesses to three investors with the caveat it remain in Middle Tennessee. Soon thereafter, I became the Senior Vice-President and General Manager of a historic Aviation and Transportation safety company with 16 locations across the United States and its overseas operating locations, with the charge to return it to profitability and expand and grow the business.  By the summer of 2011, with the company restructured, its businesses flourishing, I left to return to full-time farming and consulting.

Now our county is in desperate need of strong and effective leadership.  Our county has continued to fall behind in every respect from basic services, infrastructure, education, opportunity, and health.  Our current county leadership has been inadequate to the tasks and challenges to improve the quality of life for the residents it serves.

We need a different vision for the future of our community, so that future generations can not just live in this beautiful place, but also find meaningful and challenging opportunities…to be able to support their families, to be able to have their children and grandchildren live and work in the same community…to preserve the natural beauty and peace we know while vibrantly creating new opportunities and possibilities.

I have owned and/or managed businesses of all sorts.  I know how to create jobs and attract industry (because I have done this).  I have battle-proven and diverse leadership skills and experience from years of working and leading government and private sector endeavors.  I have been imbued with an honor code and respect for others.

My wife and I have always lived our lives acting as community servants.  When life has been generous to us, we’ve built a longer table, not a higher fence.  We adopted three children (all siblings) from our community (Missouri Bootheel) out of the foster care system so they could remain together.  We created jobs in our community when they were needed most.  We volunteer to help our local St Thomas Hospital raise funds, and we give of ourselves in many ways to help those in need. We live our beliefs and act on our faith.

This election is about opportunity for the citizens of this county to improve its future possibilities.  Other candidates for this office are some version of the present or the past…that’s why I’m running and asking for your vote on August 2nd to lead Hickman County to greater prosperity for the future.

What is the role of government, as you see it?

Governing a place and meeting the needs of its residents.

  1. Facilitate commerce
  2. Take advantage of other amenities made possible by population density
  3. In Tennessee, the local county government is a “creature” of the state, thru our constitution and laws, empowers local government and defines its structure, to perform certain specific functions for our inhabitants and other property owners in the county.
    1. All local governments could be eliminated, and their functions and responsibilities returned to the state or some other regional entity…results in the “homogenization” of services, driving up the cost, and resulting in quality and quantity problems which may not meet the needs of local residents. Also serves to disconnect citizens from having influence on decisions affecting them, with little to no “ownership” or responsibility for the greater public good.  Basically, local government serves to better connect the people with governance.
    2. Roles of local governments in TN: provision of local government services, the quality and quantity of those services, the rates of taxation to pay for those programs, the scope of local regulations on personal behavior and other activities, and how governance is actually performed.
    3. Civic engagement. To provide opportunities for individuals to directly participate in decisions and in the delivery of programs and services
      1. County meetings
      2. Informing residents about important issues
      3. Advisory committees for stakeholders to advise various boards, committees, and commissions
      4. Referendums, as outlined by TN law
      5. Submitting of petitions to initiate a decision not previously acted on by the governing body.
        Elections

Intergovernmental cooperation – “economies of scale”

 Land use Regulations – thru master plan (guides the overall direction of where land uses are most appropriate by considering local and regional assets, needs, and opportunity, as well as development patterns driven by market forces and needed or planned infrastructure improvements) and zoning ( objective currently seems focused on segregating incompatible land uses, but should be to protect the overall appearance of the county, protect the natural features that residents value, help to minimize the cost of local services, and “place making” – to create more economically competitive and resilient communities by focusing on public and private improvements that make an area more attractive to new residents, talented workers, and new businesses.

Public Safety – taking some level of responsibility for the health, safety, and general welfare of residents and other persons within the county.
Law enforcement, fire suppression, emergency medical services (the pre-hospital treatment and transportation of the sick and injured), prepare for exceptional emergencies and disasters (tornados, ice storms, hazardous material discharges, floods, forest fires, earthquakes) to coordinate plans that address mitigation,, preparedness, response and recovery.

Revenue Sources – property tax, wheel tax, special assessments (fire protection, road improvements, garbage/ solid waste collection, etc) and fees

What is the county mayor’s job, as you see it?

It is Defined by TCA5-6.

  1. Chief Financial officer. Signs warrants for general fund expenditures, verify expenditures or revenue of the county officers, audits all claims for money against the county, strong role in the budgetary process.
  2. Designated representative of the county, serving as an ex officio member of each committee of the county legislature and each board, commission, or authority of the county government.
  3. Appoint members of county boards, commissions and department heads, subject to confirmation by the county legislative body
  4. Care of custody of all county property (except courthouse – sheriff
  5. Flying of the state flag upon proper occasions
  6. Creating, modifying and merging utility districts as well as service provided (water, sewer, gas)
  7. Shares administrative tasks with other constitutional and statutory county officials…interacting in almost every area of local administration.

What do you think are the most important qualifications for a mayor?

  1. Business and leadership experiences. Previous hiring and firing of employees, managing large amount of money and resources, leading and managing large, diverse organizations and/or entities
  2. Hickman County experience with business and local governing bodies
  3. Integrity and love for our county

What are the main things you see holding this county back?

Poor leadership from the mayor’s office, lack of a clear shared vision, wrong priorities, ineffective use of limited resources ( not leveraging our limited tax dollars to gain a “synergistic” effect of getting more bang for our buck)

What are your top three goals for Hickman County, and how, specifically, would you work toward them as mayor?

  1. Job creation
  2. Infrastructure
  3. Professionalize county government

What are the most important things Hickman County could do to attract businesses?

Industry comes first, then retail will follow…can’t focus on shopping until the jobs are created.

Target specific industry with light footprint that services other larger manufacturing / service providers in region (General Motors, General Mills, etc)

Get help and support from state and federal government for targeted infrastructure needs to help attract and retain industry

Do you believe the Bible gives guidance on how the mayor should discharge his duties? If so, what are some of the main verses or principles that you look to?

  • God’s calling – be active in creating policies that determine the realities that we live instead of passively bearing the consequences of policies created by others
  • Philippians 2:13…It is God who works in you to will and to act according to his good purpose
  • Luke 22:25-27….seek how you can serve others, so greatness can be achieved by those you serve
  •  Matthew 5:38-42….God is your defense..no need to attack back.

    I, Jim Bates, am seeking the office of Hickman County Mayor and would like to share a little about myself.
    I have been a public servant for 30 years as a Firefighter/EMT/Paramedic with my last 14 years serving Hickman County and it’s citizens and visitors. I retired from emergency services on July 17, 2017. I served as the Assistant Director for Hickman County Emergency Medical Services from 2010-2017. I am now a substitute teacher in the Hickman County School system.
    I have served as a Medicolegal Death Investigator under the Hickman County Coroner and as a reserve deputy for the Hickman County Sheriff’s Department. I coached youth football/softball/T-ball at East Hickman for 12 years. I am a Tennessee Secondary School Athletic Association high school official and serve as the State of Tennessee Umpire in Chief for Dixie Baseball, as well as on the Tri-County Jr Pro Football board as the football league commissioner.
    I have received a number of awards and letters of commendation over my many years of public service, with the most recent award being the Hickman County Chamber of Commerce Law and Safety Award in 2012.
    I am married to Tonya Tidwell Bates of Hickman County. We have three children, David, Drew and Montana, all three of whom were graduated from East Hickman High School.
    My major goals as Mayor of Hickman County are to lead our county into the next decade by working hard for the citizens and serving with openness and integrity. I will remain honest in my dealings for Hickman County while representing the county in a professional and respectable manner. My office will always be open to the public for citizens to voice their concerns.
    I have a vision that an achievable future will be realized by hard work on my part, so on August 2, 2018, I would appreciate your consideration, and vote for Hickman County Mayor.


    What is the role of government, as you see it?

    Our government’s role plays a big part in our society as Americans. Our founding fathers set in place a government that is for the people, by the people, and this took the place of a king. I am a firm believer that no one man shall be able to rule without a checks and balance system in place. Our government’s main role is to pass laws, (or resolutions in County Government), that helps enhance the lives of our citizens.

    What is the county mayor’s job, as you see it?

    The County Mayor is responsible for a lot of roles and responsibilities. The County Mayor should first and foremost be a leader, and work with the County Commissioners to enhance Hickman County to become it’s best. I think the Mayor should always be honest, especially with dealings with and for Hickman County. I also think that the County Mayor is a voice for the people and should always listen to the concerns of the citizens. The Mayor is the representative of the County and should work hard with local, state, and Federal government to accomplish the goals of the county.

    What do you think are the most important qualifications for a mayor?

    I think there are several qualifications to the County Mayor. First and foremost, as I have always said, The County Mayor should be honest at all times. The Mayor should have good work ethics. He/She needs to know how the government works, and be able to understand the the workings of local, state and Federal government. The Mayor should know how budgets work, and how to maintain a budget. Again, I think that the Mayor must be a good representative of the County, and he/she must have a good rapport with the citizens as well as the governing entities, and a good business sense.

    What are the main things you see holding this county back?

    Let me say first that I see potential growth in Hickman County. I do not want to be a Franklin, or Dickson, but I would love for the citizens to be able to buy the amenities that we need right here in our own county. Right now the majority of our tax revenue dollars are being spent in other counties helping their economy. There are reasons that companies, or even retailers, do not come here. It is because our infrastructure in this county is way behind and does not facilitate companies or retailers. Before any company, or retailer, moves into a community they look at several things including the infrastructure as a whole. The infrastructure that I am talking about is not only water, sewer, gas, but the use of broadband internet, police coverage, ambulance service and healthcare, ISO rating and fire service, schools, and workforce here in the county. These are all part of the infrastructure that are essential for the survival of business. Once the infrastructure gets to where it needs to be, or at least a good start on it, then businesses start taking notice and moving in and therefore bring jobs to our county as well as give us places to shop, and keep our sales tax revenue in our county, so that we can keep enhancing Hickman County.

    What are your top three goals for Hickman County, and how, specifically, would you work toward them as mayor?

    I am promoting a positive, safe community and economic growth for our county. My major goals as Mayor of Hickman County are to work hard for the citizens, and always be honest in my dealings with and for the county, and to represent the county in a respectable manner. I have a vision that an achievable future can be obtained, but it will take a lot of hard work on my part. I plan to lead Hickman County into the next decade by working hard to obtain the amenities for a better life for all Hickman County residents by building and maintaining the proper infrastructure needed for industry, commerce and economic growth. I plan on transforming a beautiful Hickman County that is needing an infrastructure in place that promotes safety, jobs, and a growing economy to a more beautiful Hickman County that can offer our citizens a county of wellness, safety and jobs close to home while enhancing educational opportunities and economic growth, thereby reducing property taxes for our citizens. Hickman County citizens have been tired of political promises. Some citizens feel like nothing ever gets done. There is a frustration of lack of work for industrial movement. There are county employees that are frustrated for various reasons. Citizens complain that there is nothing to do for the youth of our county. Author Donald Miller once wrote, “Our desires to avoid pain motivates us to seek a resolution to our problems.” I will be a part of that resolution! Working as a public servant for 30 years, I have worked with 3 county governments, 2 city governing bodies and the State of Tennessee. While working with these entities, and having a good rapport with them, I was able to help create change for the good of the citizens of each. The citizens of Hickman County want more businesses, more jobs, lower property taxes, and more amenities. When all possibilities have seem to have been exhausted to reach growth in our county, remember this: I have not exhausted all of mine!

    By default, how will you advocate resolving budget shortfalls?

    Cutting costs of the county and stop spending needlessly.

    Is the county government responsible for creating economic growth?

    I think it is a little of both. Working together is the key.

    What are the most important things Hickman County could do to attract businesses?

    I think the most important thing that would bring business to Hickman County, as I said before, is the infrastructure being built and maintained to support the businesses needs. At the present time Hickman County as a whole is behind the times, and needs to be brought up to the bar that can maintain economic growth. This and a hard working Mayor that will go out and help facilitate the process of bringing business to Hickman County.

    Do you believe the Bible gives guidance on how the Mayor should discharge his duties? If so, what are some of the main verses or principles that you look to?

    Absolutely! I think that the Bible gives us guidance not only in our everyday lives, but gives leaders of our communities, and country, and the world for that matter, guidance on how to be great leaders. There are so many versus in the Bible that have given me everything from courage to leadership. I think that the County Mayor should not only lead but should serve others as well. This comes to mind when Jesus was speaking to his Disciples in the book of John. John 13:13-17 13- You call me teacher and Lord, and you are right, for I so am. 14- If I then, your Lord and teacher have washed your feet, you also ought to wash one another’s feet. 15- For I have given you an example, that you also should do just as I have done to you. 16- Truly, truly, I say unto you, a servant is not greater than his master, nor is a messenger greater than the one who sent him. 17- If you know these things, blessed are you if you do them.

    Dear Voters,
    My name is Mark Qualls and I am running for Hickman County Mayor. My wife, Tammie and I have been married for 14 years. I have 5 children Jacob, Kalynn, Alec, Dylan and Daisey. To say I have a vested interest in our county is an understatement.

    I am a third generation Hickman Countian. My parents, Lonnie and Marie Qualls devoted over 50 years combined to Levi Strauss before the company shut down the Centerville factory. I remember a very vibrant community containing numerous factories and plentiful of good jobs during that time.

    I have a plan to keep the small town charm and cultivate our county to be prosperous by attracting good jobs and outside investments into our county. As a local businessman with a leadership background, I have the qualifications and experience to provide as an asset to our local government. I have spent 15 years in the business realm turning around companies for Battleground Enterprises, LLC, my BS degree is in Management and Organizational Development (Magna Cum Laude), and I have also extensively studied in local and state government. Since 2016, I have absorbed myself with our local government to gain knowledge of what has occurred historically, what is current, and the direction we need to take to improve for our future by research, attending and recording meetings to promote transparency, observing the gaps, and speaking on behalf of our Hickman County Citizens.

    Something that I feel very passionate about is that our County needs to create a Comprehensive Master Plan. This would be our compass and goals for 5,10,15,20, and 30 year objective benchmarks. I believe having a plan is vital for long term progress. This plan would include property zoning and future infrastructure development.

    I want to cultivate a local government that has a vision and a plan for our future. My plan is to keep the small town charm while promoting opportunities for better jobs, industry and more affordable housing. Hickman County should not only be a place we call home, but also be the melting pot for shopping, recreation and entertainment, and employment to keep our tax dollars in the county to benefit our citizens.

    I have enjoyed meeting and speaking with many of you as I have begun my campaign. I look forward to meeting many more of you and learning about your vision to make Hickman County the best county in this great state of Tennessee.

    My name is Danny Clark. I am a candidate for Hickman County Mayor. I don’t have a lot of signs out because I am spending more time going around and talking to people, and besides, you can’t learn much about me from a sign. Here’s what is important about Danny Clark:

    Background- I was born in Hickman County and raised here until we moved to and from 7 states and 2 foreign countries while my father served in the army. We returned home in 1973, and I completed school at Hickman County High (class of 1976). My trade became construction and during a slow winter I met a beautiful lady while working at Clark Container. We were married in 1986, and made our home in Lyles, TN. My wife, Pam, is an art teacher with both East and Hickman County high schools. We have raised 3 children, all of whom graduated from Hickman County Schools. My oldest, Kaitlin, has a masscommunication degree and is helping with the campaign. My son, Grady, served in the Air Force and made me extremely proud in doing so. My youngest, Maddi is a senior playing softball in college. I enjoy riding my motorcycle and spending time with family.

    Serving Hickman County– I began serving as a county commissioner in 2004. Two of my most notable accomplishments as Commissioner have been my involvement in zoning and working to get East Hickman High School built. I am proud of serving on the “special jail committee” in 2004-2006 alongside several others where we came in under budget on the project by nearly $500,000. I also enjoyed working with David Hall to bring Diamond Gusset Jeans headquarters to Bon Aqua. I have served on the Budget Committee and Vision Hickman, as well as chaired the sheriff/jail and building committees. Through this, I have learned the ins and outs of our county government. I understand balancing the local budget. My latest efforts have been put towards serving on the Animal Control Oversight committee, and we are closer to that than this county has ever been. Recently my greatest effort and support has been thrown towards public safety, industry and a property maintenance resolution.

    Becoming Your Mayor– I understand the need to pull people together and lead the county in a direction of growth in areas such as infrastructure, public safety, industry and school support. I already work closely with Economic and Community Development, Emergency Management and the Fire Departments to understand their needs and what will be needed in the near future. As a contractor by trade, I know the importance of long-range planning to get industry in an area. I understand that to keep the industries’ employees here, our community needs to offer places for families to grow, make memories and safely educate their children. I am a conservative who believes in progression in areas where progression is wanted and needed. I can’t promise there would never be a tax increase, any candidate that does is misleading you. I can promise you that I will fight for a county where you don’t have to leave to earn a living; a county where you won’t need a calendar to time how long it takes an emergency responder to get to you; a county that people drive through and ask, “why don’t I live here?” instead of “why the heck would anyone live here?”

    I know what Hickman County needs because I am a true Hickman County man. I am not the most flowery with my words. I can’t help but tell the truth and be direct. I don’t pretend to be someone I am not, but I know what this county needs and I do not preach about change and progress; I make it.
