Hello friends and neighbors of Hickman County. I would like to take this time to introduce myself as your candidate for Hickman County Sheriff. I have been in law enforcement my entire adult life beginning with serving my country in the United States Army Military Police Corps. I believe it was my duty and I served with pride. While in the military I learned the value of organizational discipline and attention to detail.

From that time I believed Law Enforcement is a true professional calling, such as that as a doctor, clergy, teacher or law practitioner. This belief has instilled in me a vision for the Hickman County Sheriff’s Department that brings the professional standards upward, to a point of being a locally esteemed law enforcement agency. There is no secret to accomplishing this goal! This task only requires hard work, goal achieving endurance, and a commitment to the belief of public service.

I believe the Hickman County Sheriff’s Department should draw nearer to the public by adopting a community policing philosophy. It has also been a long ambition of mine to conduct a Citizens Academy where citizens of Hickman County can attend a police academy style classes to learn exactly what it takes to work in law enforcement. Many law enforcement agencies have them and they are very popular with the public.

I will try my utmost to introduce myself with as many citizens as possible, but I encourage you to visit my Facebook page in an effort to know me better. Yet in the end, I want you to come to the conclusion that I am the best suited candidate to lead the Hickman County Sheriff’s Department as your Sheriff!

What is the job of the sheriff, in your own words?

The job of the Hickman County Sheriff is to be the liaison of the department to the people, the County Commission, and other County and State department heads. The Sheriff is responsible for advocating for the department to obtain training, assets and personnel to better serve the community. The Sheriff must also have the ability to see oncoming problems and react to them in a proactive manner.

Which of these do you believe best describes the responsibility of the sheriff’s office?

The sheriff is required to stop crime before it happens and respond to crimes and bringing offenders to justice.

If the Federal Government passed a radically unconstitutional law that affected Hickman County, such as a mass gun ban/confiscation, what would your response be?

Tennessee Sheriff Oath of Office:

I do solemnly swear that I will perform with fidelity the duties of the office to which I have been elected, and which I am about to assume. I do solemnly swear to support the constitutions of Tennessee and the United States and to faithfully perform the duties of the office of sheriff for County, Tennessee. I further swear that I have not promised or given, nor will I give any fee, gift, gratuity, or reward for this office or for aid in procuring this office; that I will not take any fee, gift, or bribe, or gratuity for returning any person as a juror or for making any false return of any process and that I will faithfully execute the office of sheriff to the best of my knowledge and ability, agreeably to law.

What is your position on if and when no-knock warrants should be used?

“No Knock” warrants are for tactical consideration only. Usually for armed and dangerous suspects.

What are your thoughts on bringing back the Reserve Deputy program?

The Reserve Deputy program is a good source for future deputies because a Sheriff has time to observe them interacting with the public, however I do believe county insurance and state training regulations has made this very difficult for Hickman County to maintain.

Do you believe the Bible gives guidance on how the Sheriff should discharge his duties? If so, what are some of the main verses or principles that you look to?

I believe the Bible is guidance for ALL MEN, and the Sheriff is no higher than any other person, they just have a difficult duty to perform. My favorite passage in the Bible is, “I will never leave you, nor forsake you.” A beautiful measure of grace, which every Sheriff must have.

Family, Friends, and Neighbors,

I would like to take this time to announce my candidacy for Sheriff of Hickman County. I pledge to you, the citizens of Hickman County, that I am here to serve the people. I will be accessible to everyone and will ensure my staff is as well. I pledge to current and future Deputies that I will be there working alongside you, leading from the front, so together we can have a more successful department with opportunities for growth and promotions while holding each other accountable for our progress.

I have lived in Hickman County for 52 years, playing sports with many of you along the way. I began my career with Hickman County Sheriff’s Office in 2004, continually serving here for the past 14 years. I have served as a patrol deputy, school resource officer, and currently am a shift sergeant. I was one of the founding members of the first-ever Hickman County SWAT team and was chosen as a field training officer. I have received my certification as a Law Enforcement Officer and serve as a Taser and Domestic Violence Instructor. I was awarded 2007 Officer of the Year.

I have experienced many aspects of this job. Each position is critical and plays a vital role in having a respected office. I believe that one of the key elements of a better department is community involvement.

My mother, Jean Bentley Smith from Wrigley, and father, Donald Lewis Coen, came to permanently live in Hickman County in 1973 after my father served 29 years in the US Army. My wife Melissa and I married in 1984, raising two children in Hickman County before she passed away from her battle with cancer. When I met Lee Ann and we married, two more beautiful children were brought into my life. I have three perfect grandchildren who visit often. I have a vested interest in seeing Hickman County grow and crime reduced, as this is where my roots are and I intend them to stay.

I look forward to meeting you and hearing how you believe the Sheriff’s Department can better ourselves and the community. In the coming days and months before the election, I will release detailed plans for change. I am committed to the community and dedicated to progress.

What is the job of the sheriff, in your own words?

TCA defines the Sheriff’s Job as “to patrol the roads of the county, to ferret out crimes, to secure evidence of crimes, and to apprehend and arrest criminals.” I plan to be that and much more for Hickman County. The most important role of the Sheriff is to be a leader. One who understands the needs of the community, the needs of those housed in his jail, and the needs of those that work for him, and to find an effective balance of each. I believe the most important role in the Sheriff’s Office is the Patrolman. The Patrolman has his hand directly on the pulse of the community, spending the most time with the average, law abiding citizen, whether they be a victim of a crime, or stopped for a simple traffic violation. During the last 16 years I have served in Hickman County as a Patrolman, whether it be on Patrol, in the Schools as a SRO, or as a Supervisor. I have felt the needs of the community and Sheriff’s Office, and I recognize a need for change. I plan to be a leader who surrounds himself with the best possible men and women, listen to them, respect their voices, and hold them accountable for their actions, rewarding them for their positive actions and correcting them when they stray. I will be a leader who continues to know what my employees are going through, I will spend time with my jailers, work shifts with my patrolmen, I will work alongside my Detectives and Narcotics Detectives, visit the schools resource officers at their schools. I intend to have many programs, some of which I have detailed on my Facebook page, that will allow my office to be open and visible to the public. I will be a visible Sheriff throughout my terms, not just during election time.

Which of these do you believe best describes the responsibility of the sheriff’s office?

In an ideal world all crime would be stopped prior to being committed, however, that is simply not feasible. Many crimes happen in the heat of the moment, such as domestic violence, or assaults, and other crimes are committed out of the view of the public, hidden from sight. My office will work to find an appropriate balance between each choice. Through a greater presence in Hickman’s rural areas, and pro-active patrols that are searching for criminals, using our stretched resources more efficiently we can reduce the number of crimes that occur. Our rural areas do not receive the attention and patrols they deserve. The citizens in those rural areas are tax payers and deserve our protections as much as any other location in the county. I will install GPS in each vehicle used by the Sheriff’s Office, and track how often areas are being patrolled and my supervisors will assign Deputies appropriately. Currently there is only GPS in a select few cars. With a drastic change in the way crimes are investigated we will increase the number of criminals that are brought to justice, and victims that are made whole once again. Under the current administration there is no method to assign cases to a Detective, they pick and choose cases as they please. There is also no direct supervisor in place for Detectives. If elected, I will promote a supervisor over CID who will oversee assigning each case that comes to that office, and, most importantly, ensure that each case is followed up on. One of the most common complaints I hear while campaigning from victims of crime is they were never contacted by a Detective or Deputy that took the initial report, the new CID supervisor will be responsible for making sure that happens. Also, my Detectives will not work solely 8 am to 4 pm. Working different hours will open themselves up to being able to visit with victims and potential witnesses that may not be available during the day. I believe we can do better for all the citizens of Hickman County, and that is one of the reasons I decided to run for Sheriff.

If the Federal Government passed a radically unconstitutional law that affected Hickman County, such as a mass gun ban/confiscation, what would your response be?

The Sheriff, and each of his Deputies, take an oath of office which states in part, “I do solemnly swear to support the constitutions of Tennessee and the United States and to faithfully perform the duties of the office of sheriff for Hickman County…” By taking this oath, I am swearing that I will protect Hickman County from any unconstitutional law and refuse to allow my Deputies to follow any unconstitutional order or law.

What is your position on if and when no-knock warrants should be used?

Warrant service will be based on the circumstances. My faith will be in my Deputies. If the investigating Deputy/Detective and SORT Team Leader agree that the case meets the standards set out by law, AND a Judge approves a “No Knock” Warrant, then, and only then, may it be used. However, if they disagree, we will investigate other potential methods for apprehension or warrant service. Each Search Warrant will be thoroughly reviewed by a Supervisor and the 21st District Attorney’s Office prior to service. There is no broad sweeping answer that covers each potential circumstance. Our primary goal must be to protect innocent lives of our citizens, and the service of search warrants at the homes of dangerous drug dealers or violent felons must first take that into consideration. Property and evidence will come second to that standard. Tennessee Rules of Criminal Procedure and case law (State of TN v. Perry) dictates when a “No Knock” warrant may be used. A request for a “no knock” warrant must be approved by a Judge or Judicial Magistrate, after a thorough investigation, detailing in depth the reason for the request in the search warrant. If innocent lives may be endangered by announcing, crucial evidence may be destroyed, or weapons are present that may be used during the service of the warrant, a no knock warrant may be appropriate, but other tactics may work as well. No quantity of drugs or evidence is worth a Deputies life, sometimes surrounding a home and calling a group out is more appropriate. During my time as a Special Operations Team Member (SORT) with Hickman County, we served both “knock” and “no knock” style warrants. I intend to have a better working relationship with the 21st District Attorney’s Office and will work alongside the fine men and women of that office to ensure the most effective tool is used to ensure that appropriate justice is found, and laws are followed.

What are your thoughts on bringing back the Reserve Deputy program?

The Reserve Deputy program was an excellent resource for the Hickman County Sheriff’s Office, and an invaluable tool, saving countless dollars for the tax payers of Hickman County. The program partnered uncertified Deputies, who volunteered their services after receiving training, with certified Deputies while on patrol. These Reserve Deputies rode along with the deputies, providing instant backup on calls and stops, helped with reports and paperwork, and were available to do transports to and from other counties or medical facilities, which keeps the certified Deputy in the county and available for calls. The program was stopped by Sheriff Ward after changes from the Tennessee P.O.S.T. requirements for Reserve Deputies. Sheriff Ward and his administration determined it would be too difficult to continue. I have already had conversations with my future staff of bringing this program back immediately. I will assign a supervisor over the program, likely a Deputy who is on the verge of becoming a supervisor and will benefit from the experience, who will be responsible for ensuring training standards are met, and the requirements of the POST are followed closely. We often discuss the high level of turnover we have in this department, and how difficult it is to find qualified and willing candidates to fill vacancies. During the height of the Reserve Program, there was a waiting list for the Reserves to get to ride with a Certified Deputy on the weekends. Nearly every car was a “two man” unit during the busiest times, including holidays. We also hired several excellent men and women from the program, who turned out to be great law enforcement officers. Several benefits to hiring from the program include, you know the persons level of training and what they are capable of, you know their work ethic (as they’ve worked a great deal of hours for zero pay), and you know their willingness to serve this community. The Reserve Deputies must maintain a minimum number of patrol hours each month, and a meet a minimum amount of training each year, this training can be done in house at a minimal cost to the department, as we currently provide in-service to constables that would meet that standard. The program also brought members from the community to our department that weren’t necessarily able to be a full time Deputy, because of other commitments, but still had deep connections to this county and helped bridge gaps. I certainly intend to bring this program back as it is an asset to this community and greatly beneficial on a financial scale.

Do you believe the Bible gives guidance on how the Sheriff should discharge his duties? If so, what are some of the main verses or principles that you look to?

Proverbs provides a great deal of guidance for Law Enforcement on how duties should be discharged. We are directed to follow the laws of the land unless they contradict our beliefs. As Sheriff, I will choose to be a leader that follows the principals of Proverbs 27:17, “As iron sharpens iron, one man sharpens another.” I intend to sharpen my men, and have them sharpen me, surrounding myself with those that will not simply be “yes men” but will tell me the hard things, and point me in the right direction. I believe that God chooses the right leader for the needs of a community, and when God asks whom He shall send, I will simply reply, “Here am I! Send me.”

To the Citizens of Hickman County, I would like to announce my candidacy for the office of Hickman County Sheriff. It has been an honor and a blessing to serve as your sheriff for the past 16 years. Of the past 16 years together we have come a long way with the Hickman County Sheriff Office and we have made a great name for the office with other counties. I am a life long resident of Hickman County, graduating from Hickman County High School in 1976. My parents were Walter and Bertha Ward. I have been married 39 years to Deborah Springer Ward, also from Hickman County. We have 2 children Jessica Ward Pate and husband Michael Pate, Bryan Ward and wife Caitlin Law Ward, and one grandchild Lauren Pate. Deborah and I attend Clearview Church of Christ.

Provide law enforcement to Hickman county citizens and to investigate crimes. To provide security and environment of the courts. To serve civil and criminal papers for the courts. To maintain the security and wellbeing of inmates of the jail. To do transports of prisoners from county to county and state to state.

As Sheriff I uphold the constitution of the United States I have sworn too.

What is your position on if and when no-knock warrants should be used?

If there is good credible information that officer or officers are about to enter into a area that a officer is about to be killed and safety and the information meets the rules for a judge to give that warrants.

What are your thoughts on bringing back the Reserve Deputy program?

We have some part-time officers now that cover the courts. I did have a Reserve Deputy program 13 years but due to new rules of the State Academy and insurance of the county we had to put it on hold and hope to restart this fall or winter. New laws and rules will be enact on new Reserve officers.

Do you believe the Bible gives guidance on how the Sheriff should discharge his duties? If so, what are some of the main verses or principles that you look to?

Yes, let every person be subject to the governing authorities.For there is no authority except from God and those that exist have been instituted by God.

Why Randal Owsley?

I could tell you about all my training and special schools, but all that wouldn’t tell you what I would do if elected. So lets get straight to the point.

Quick Bio: My family comes from the Aetna area of Hickman County. If you knew Jack DeVore, you knew my Grandfather. If you knew Lila Sue DeVore, you knew my Mother. If you Knew Leonard DeVore, you knew my Uncle. If you knew Raymond and Bobbi Grimes, you knew my Uncle and Aunt, as well as Mary Coble, and Fred and Eliane DeVore. These are my roots to Hickman County. I went to elementary school here in 1974/75. My mother then moved my brother and me to Lubbock Texas. When I was old enough I enlisted into the United States Marine Corps and was sent to San Diego Ca. After two tours in the Marine Corps, I hired on to the San Diego Marshals Office and then into the San Diego Sheriff’s Dept. After eleven years with the county of San Diego, my mother was diagnosed with terminal lung cancer, so I figured I could always make money, but I couldn’t get time back. I left San Diego and came back to Hickman County. I got a job with the Nashville Metro Police Dept. Where I have worked for the last eleven years.

If elected; I would use all resources available to me to ensure the safety and security of persons and property of Hickman County.

I would ensure victim’s of property crimes would receive follow up phone calls from investigators.

I would require all new hires to sign a two year contract, that if they left the department within that two year period, they would have to reimburse the county and Sheriff’s Office for all training and equipment.

I would use sentenced low level inmates to maintain public cemeteries and public lands, as well as those sentenced to community service.

I would look into a reserve deputy program. I believe this is a great resource for the county.

I would look into a Senior Volunteer Patrol Program. Where qualified senior volunteers would be trained to patrol and observe only. To report any suspicious activity they see and to check residence’s where citizens may be on vacation. To perform welfare checks disabled citizens. There by freeing up Deputies for more serious calls for service throughout the county.

Until all SRO’s are properly trained, I would park marked Sheriff’s vehicles in front of school’s on days the current SRO’s were at a different school to give appearance of SRO activity.

I would personally go into the schools and speak to the kids about drugs, bullying, and domestic violence among teens.

I would have a mobile drug box that would be at all special events, so citizens could bring their outdated, or unused prescription drugs to drop off, so they’re not accessible to theft or abuse.

I would ensure high visibility of deputies in areas where crime and drugs are highest. High visibility in low crime areas to prevent crime. If manpower is an issue for patrol and response times, I would look into changing shifts from three 8 hour shifts to  12 hour shifts,  which would consist of 0600 – 1830 (6:30 pm) A shift. B shift 1500 (3:00pm) to 03:30. C shift 1800 (6:00 pm) to 06:30. By doing this, you would have double the coverage for your peak hours when most crimes are committed.

I would attempt to stop the recidivism rate of inmates by implementing programs within the jail to help educate and prepare inmates to be productive citizens through grants.

I will ensure no citizens constitutional rights are violated by any deputy on the department. This will be done via proper training. All property crimes will be investigated period.

Patrol Deputies and Investigators will be trained in crime scene investigation not just crime scene report taking.

These are a sample of Ideas I have, and have received from speaking to citizens of the county. I believe that together we can make Hickman County a better and safer place to live and raise a family. Without community involvement NO law enforcement agency, regardless of who they are can solve crimes. So it is imperative that law enforcement get involved with the community it protects. Not just drive by it and respond to calls as a reactionary entity.  I’m asking you for your vote on Aug. 2nd. Elect Randal Owsley Sheriff of Hickman County. Law Enforcement at it’s Best. Thank You.

If the Federal Government passed a radically unconstitutional law that affected Hickman County, such as a mass gun ban/confiscation, what would your response be?

The Sheriff takes an oath to uphold the Constitution of the United States and the Constitution of Tennessee, as well as the laws of the state Tennessee. The Federal Government does not have the jurisdiction to violate the constitution or enforce unconstitutional mandates.

What is your position on if and when no-knock warrants should be used?

A No-knock warrant should only be used in dire circumstances where a life may be in immanent danger. All warrants should only be written and served when there is probable cause to do so.

What are your thoughts on bringing back the Reserve Deputy program?

I think a reserve deputy program is well worth the time put into it.

Do you believe the Bible gives guidance on how the Sheriff should discharge his duties? If so, what are some of the main verses or principles that you look to?

I believe the bible gives God’s instructions on how to receive hope through his son Jesus Christ. I believe the Proverbs give us guidelines on how to live a life of peace, as well as how to treat our fellow man/ woman. For those who follow these guidelines, will have wisodom and understanding. Those who choose not to will only have strife and peril. Hebrews 11: 8 says (paraphrasing) When we are slow to justice evil will grow in the hearts of men.

Candidacy Announcement

Johnny Davis is a lifelong resident of Hickman County. He grew up in the Shady Grove/Primm Springs area of the county. Johnny graduated from Hickman County High School in 1978. He worked for Tencon until they closed their doors. He has served in County Government as a Commissioner. A certified welder by trade had a passion for law enforcement. He was elected to serve as Constable for many years and then began working for Turney Center as a Correctional Officer. In 2004 he was hired as a road deputy for the Hickman County Sheriff’s Department. In 2010 he was moved from road deputy to detective where he currently serves the department.
He is an active lifetime member with the Hickman County Rescue Squad where he has been serving for 38 years. He is a member of Knights of the Pythias.

Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, for he is God’s servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God’s wrath on the wrongdoer. Therefore one must be in subjection, not only to avoid God’s wrath but also for the sake of conscience. For because of this you also pay taxes, for the authorities are ministers of God, attending to this very thing. Pay to all what is owed to them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, honor to whom honor is owed.
